Prior to the most recent forum software update the forum was hit badly by spammers and bots posting bad URLs and pornography so this measure was put in place to temporarily put that to a halt. As an example, when a new person joins they're given "newbie status" - this prevents their first few posts from showing until until they are manually approved.
